How to unlock the FFXIV Master Recipes Books?
To unlock the FFXIV Master recipes book, you have to complete a short quest [Just Tooling Around] in Mor Dhona. Use a Level 50 or higher Crafter Main Hand Tool to speak to Mor Dhona’s Guiding Star to prove your worth.
You can now get the FFXIV Master Recipes Books I, II, and Demimateria, after completing the short quest, by giving certain items to Taran (standing next to the guiding star). The remaining FFXIV Master recipes books must be obtained through the collection system.
After completing the fundamentals for the guiding star, to access the rest of the FFXIV Master Recipes book we must unlock the collectibles.
UNLOCK COLLECTABLES:

Use crafting-as-a-service to create make lists for materials of Rarefied Espresso con Panna. Select [Make these items] to see the complete list of required ingredients. It takes around 50 crafts to grow enough yellow craft notes to purchase all 8 FFXIV Master Recipes books.

The game itself provides you with a production log 2, which lists all the FFXIV Master Recipes that you can use. You can also explore the various recipes. Improved recipes are automatically obtained when you reach a level high enough to make them.
